Where it struggles is when it is installed on cheap shared hosting with a page-builder theme and thirty extensions, which is a configuration problem rather than a platform limit.

Telr, PayTabs, Network International, Stripe and Tap all have maintained WooCommerce integrations, and Tabby and Tamara can be added for instalments. Because WooCommerce is your own software there is no platform surcharge on top of the gateway rate, so your cost per order is simply the gateway's own pricing.

Usually yes, and it keeps everything in one admin and one hosting bill. The work is in the product model, the checkout, the tax and shipping rules and making sure the existing theme does not fight the store templates.
